As healthcare decision-making becomes more patient-centric, incorporating patient perspectives is critical for developing meaningful formulary design models. New CMS regulations will require patient representation on P&T committees for plans offering essential health benefits and expand beneficiary engagement across state Medicaid agencies. But will these efforts be sufficient? Informative? If not, what practical actions are needed to ensure that the experience patients and beneficiaries bring can be translated into meaningful and actionable insights? Hear examples from experts that will support individual patients tasked with representing diverse patient populations and health conditions; pair committee membership with more representative, rigorous, and robust patient experience information; and identify policies, processes, and partnerships needed. Together, these practices can shift patient centricity from representation to informative, meaningful, and actionable guidance. Pharmacy directors representing a commercial health plan and state Medicaid agency will offer their experiences to help turn policies to increase patient-centricity into practice.

Inflation Reduction Act Ripple Effects: Considerations for Patient Access and 340B

The Inflation Reduction Act (IRA) will create a ripple effect across Medicare Part D formulary design, impacting multiple key stakeholders.  It is critical to understand potential unintended consequences of the IRA on these stakeholders, including patients, PBMs and health plans, and 340B covered entities. What does research evidence tell us about existing Part D access to Drug Price Negotiation Program (DPNP)-selected drugs and therapeutic alternatives? How will changing incentives amidst the IRA affect PBMs and health plans, and what will this mean for their business model and formulary design decisions? What will it mean for 340B covered entities and patients?  This session will explore the changing incentives in formulary structure and drug utilization as IRA implementation proceeds, with an eye toward patient access. Current research on access to DPNP-selected drugs and 2025 Part D formularies, as well as anticipated trends and impacts on healthcare stakeholders, will be discussed.
