Rebekah Pepper is Vice President of Communications at the National Pharmaceutical Council, which serves patients and society with policy-relevant research on the value of patient access to innovative medicines and the importance of scientific advancement. In this role, she leads NPC’s strategic communications planning and execution, and collaborates closely with the external affairs and research teams to ensure NPC’s research reaches broader audiences and drives meaningful engagement.
Ms. Pepper brings more than a decade of experience advising corporate and public affairs clients across the healthcare and public health sectors. Prior to joining NPC, Ms. Pepper served as Senior Vice President and Health Practice Lead at Adfero, where she advised biotech and pharmaceutical clients on communications strategies to inform health policy discussions and strengthen organizational credibility with key stakeholders. Her work helped shape public discourse and organizational communications around access, pricing, innovation, and regulatory issues, translating complex policy, scientific, and corporate topics into clear messaging for diverse audiences. Prior to Adfero, she spent eight years at Avoq (formerly Subject Matter), where she supported health clients through earned media, spokesperson training, and integrated communications campaigns.
She is known for pairing strategic insight with hands-on execution across thought leadership, media engagement, and digital communications to ensure clarity, consistency, and impact.
Ms. Pepper graduated from Regent University with a Bachelor of Arts in Government and a minor in Journalism. She lives in Washington, DC and loyally endures the ups and downs of all the local sports teams.
